The Federation is self-governing and autonomous. It represents the interests of employers in the power industry. The Federation came into being on 18th June 1996 on the initiative of the Founding Committee, represented by four employer unions within the power sector: The Power Plant Employers Union (Związek Pracodawców Zakładów Energetycznych), The Power Station Employers Union (Związek Pracodawców Elektrowni), The Heat and Power Plant Employers Union (Związek Pracodawców Elektrociepłowni) and The Union of Power Industry Back-up Facilities Employers (Związek Pracodawców Zaplecza Energetyki).
